The Upper Tier Missile Defense (UTMD) THAAD Lockheed Martin (LM) program is seeing to hire a Program Integrator (PI), Senior Manager.  This position will report to and take direction from the THAAD LM Program Manager.  The PI will support the ongoing THAAD LM contracts which currently include domestic, UAE and KSA customers.  THAAD LM is a unique program supporting the integration and sustainment of the TPY-2 Radar as part of the THAAD weapons system.  Raytheon is a subcontractor to Lockheed Martin, which is the prime contractor for the Missile Defense Agency (MDA). The THAAD program has GFX dependencies associated with Raytheon prime contracts along with shared resources, and scope.

The PI is responsible for program integration, coordination, and control, as well as direct engagement with the program team and functional partners.  As the PI you will advocate for Program Management (PM) plans, processes, and business objectives.  This role requires a self-starter who is eager to become an expert in Raytheon Program Leadership Management (RLPM) control media and processes to implement RTX Lifecycle Program Management best practices.

What You Will Do:

  • Manage program (internal and customer) cadence for contract and adapt to customer changes, such as risk review boards, schedule performance management, customer reviews, IPT/CPT reviews, program management reviews, and staffing reviews.

  • Act as the Proposal lead for proposal activity.  Proposal activities will be both below and above the TINA (Truth in Negotiations Act) threshold.  

  • Lead Proposal Team through: BOE Creation and approval, proposal guidelines, SOW compliance matrix, schedule agreement and compliance, contract award and baseline.

  • Create Courses of Action (COAs) for future opportunities.

  • Architect, communicate and execute proposal schedules.  

  • Provide direction to the IPTLs, dispersedly located, including decision making, problem resolution, and team health.

  • Collaborate across multiple disciplines to gain a full understanding of product architecture, design, program dependence and scope.

  • Build and maintain collaborative relationships with customer counterparts.

  • Prepare program review packages for internal and external presentation.  Will require understanding and appreciation of CUI content and appropriate spanings.

  • Support the THAAD LM PM in achieving the Annual Operating Plan (AOP).

  • Maintain ownership and accountability for the PMO Estimate at Completion (EAC).

  • Act as the subject matter expert on Raytheon Program Leadership Management (RLPM).  Provide guidance, leadership and updates to the program as command media and requirements role out/change.

  • Travel both domestically and internationally per demand of the program.

This position is an onsite role. Relocation is not available. 

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree and minimum 8 years experience.

  • Experience with program management tools and processes related to Integrated Product Development System (IPDS), EVMS, Risk Management, Estimate at Complete (EAC).

  • Experience forming strong, collaborative customer relationships and managing customer expectations.

  • The ability to obtain and maintain a U.S. government issued Secret security clearance is required. US citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer:

  • Program Management Level 5 Certification or equivalent.

  • EVMS certification or related experience as a CAM.

  • Ability to effectively work and communicate with all levels of management and customers.

  • Effective communication, presentation, interpersonal and decision-making skills.

  • Experience developing and reviewing cost proposals and synthesizing Gate 4 and Gate 5 packages for management review and approval.

  • Product lifecycle management experience.

  • Basis of Estimate (BOE) development/approving (BOE Certification).

This position requires the ability to obtain a security clearance. DCSA Consolidated Adjudication Services (DCSA CAS), an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
