COBOL / .NET Application Engineer

Job Description:

DPP is seeking a COBOL / .NET Application Engineer for an opportunity in Blythewood, SC.

Location: Blythewood, SC (Hybrid — onsite initially, then up to 1 day remote per week)
Duration: 12 months with possibility of extension
Term: W2 position; Contract (regional candidates preferred: SC/NC/GA)
Residency requirement: Candidate must be a South Carolina resident or willing to relocate to SC prior to start

Position summary:

The COBOL / .NET Application Engineer supports the development, enhancement, and maintenance of core business applications within a multitier enterprise environment.
The role involves working collaboratively with agency engineers and business subject matter experts, providing handson development, troubleshooting, and production support for missioncritical applications.
Initial phase requires full onsite engagement, transitioning to a hybrid model.

Scope of work:

The engineer will develop new business functions and enhance existing ones within an established application framework.
Work includes supporting online systems, batch processes, data extraction, reporting, and integration across multiple business areas.
The role involves collaboration with UI teams (VB.NET, C.NET) and database teams (Oracle and SQL Server).
Strong communication skills and the ability to work independently are essential.

Daily duties/responsibilities:

Analyze existing business applications, including web services and batch systems.
Lead troubleshooting efforts for assigned system issues and provide recommended solutions.
Develop, test, and implement code changes while ensuring alignment with business requirements.
Collaborate directly with business specialists and technical staff to validate solutions.
Provide daily and weekly status updates to the development manager.
Support production operations as needed.

Required knowledge, skills, and abilities:

8+ years of development experience with MicroFocus Visual COBOL on Windows Server (2019/2022), including batch and IIS environments.
4+ years of experience with Visual Studio 2019/2022, including debugging skills.
4+ years of application development experience with relational databases (Oracle, SQL Server).
Bachelor’s degree in IT or a related discipline with 8 years of experience, OR 10 years of related experience without a degree.

Preferred knowledge, skills, and abilities:

Experience with MicroFocus COBOL version 7 or higher.
IIS configuration and setup experience.
Proficiency with C and .NET.
Ability to write complex SQL queries for Oracle and SQL Server.
MicroFocus certification (list specific certificate on resume).
Microsoft certification (list specific certificate on resume).
