DPP is seeking a Business Analyst for an opportunity in Cayce, SC.
 
Location: Cayce, SC (Hybrid – 4 days onsite, 1 day remote; onsite fulltime during training)
Employment type: 12month contract with possible extension; W2 position
 
Position summary:
  • The Business Analyst plays a key role on a collaborative team dedicated to supporting and modernizing public health financial and administrative systems.
  • This position works closely with other Business Analysts, IT staff, system owners, and subject matter experts to understand system capabilities, document current and futurestate processes, gather business and technical requirements, and support solution design.
  • The Business Analyst helps the team stay aligned; coordinates project tasks, assists with testing and workflow development, and ensures clear, consistent communication across all stakeholders.
  • This role supports a teamoriented environment where shared problemsolving, joint ownership of deliverables, and crossfunctional cooperation are essential to project success. 
Key responsibilities:
  • Learn and understand system capabilities for assigned financial and administrative systems.
  • Collaborate with program area system owners to document business needs, functional requirements, and process workflows.
  • Prepare, organize, and maintain project documentation and related artifacts.
  • Schedule stakeholder meetings and support communication between project teams and business units.
  • Track tasks, monitor project progress, and create project status reports for leadership.
  • Create work requests in ticketing systems (e.g., DevOps) to support project tasks or system enhancements.
  • Assist with developing futurestate workflows and diagrams to streamline processes.
  • Maintain system protocols by writing and updating procedures.
  • Identify and resolve minor issues and escalate when needed.
  • Develop test plans and collaborate with program areas to ensure testing coverage.
  • Execute testing, track test results, and document defects or remediation needs.
  • Ensure business and technical requirements remain aligned as projects progress.
  • Promote team engagement and support change management efforts.
  • Manage project documents, including project plans, schedules, work breakdowns, scope statements, and lessons learned.
  • Support risk management strategies and mitigation activities.
  • Develop reports and dashboards using Excel and Power BI.
  • Follow IT development standards and security requirements.
  • Assist with gap analysis between current and future state requirements.
  • Work with system owners and SMEs to understand business functions and operational needs.
  • Update and manage SharePoint content related to project collaboration.
  • Assist with system validation and production rollout activities.
  • Support system life cycle processes, including enhancements and deployments.
  • Collaborate with IT and program areas to present information for improvements.
  • Assist with developing policies and procedures aligned with cybersecurity standards (NIST 80053, FISMA, and state InfoSec requirements). 
Required knowledge, skills, and abilities:
  • 5+ years of experience with data analysis and data mining using Excel and SQL.
  • 5+ years of workflow and process modeling experience.
  • 5+ years of experience with Microsoft Office (Word, Excel, PowerPoint, Visio) and SharePoint.
  • 5+ years of experience with the Software Development Life Cycle (SDLC), including modernization initiatives. 
Preferred knowledge, skills, and abilities:
  • Experience with information security and data classification frameworks (CDC, HIPAA, CJIS).
  • Experience with NIST industrystandard security practices.
  • Experience with MS Project, MS Planner, and MS DevOps.
